It is at the Local level that unions are first organized. Locals make it possible for members to have their say in the union. Through a democratic structure and processes, Local members establish their own by-laws, decide on their own portion of the dues structure and elect their own local officers at an annual general membership meeting. On purely local matters, each Local decides its own course of action in accordance with the Alliance constitution, policies and practices.
A Local creates a union presence in the workplace, makes the union real for members and something they can get involved in. The Local officers, Stewards and the local membership have the mutual responsibility to ensure that workers' rights and the collective agreement are respected and adhered to. Local Officers and Shop Stewards are responsible for spreading the word on union matters. As members' advisors and representatives, they deal with the core tasks of complaints, grievances and labour management consultations.
The Local Executive with the Steward(s) also share the major responsibility to develop and organize an active membership in their Local. This is achieved by providing their membership with the services offered by the union, to solve the many problems that arise in the relationship between the employee and the employer at the worksite, to organize the local around union campaigns and workplace issues and to promote active involvement by members in union affairs.
